Nasdaq ISE, LLC has filed a proposal with the Securities and Exchange Commission (SEC) to discontinue the use of "Qualified Contingent Cross" (QCC) orders that include stock components. This change is due to a lack of interest from exchange members in using this feature. Exchange members will still be able to execute QCC orders but will need to handle the stock component themselves. The SEC has allowed this change to take effect immediately to enable the exchange to remove the necessary infrastructure by the end of the year. No objections were received from exchange members regarding this proposal.

The Nuclear Regulatory Commission (NRC) announced the schedule for their Sunshine Act meetings in December 2024 and January 2025. The commission does not have any meetings planned for the weeks of December 9, 16, 23, 30, 2024, and January 6, 2025. There is, however, a public meeting on January 14, 2025, about decommissioning and waste management programs. The Federal Energy Regulatory Commission (FERC) has prepared an Environmental Assessment (EA) regarding the Fiske Hydro, Inc.'s request to surrender its license and shut down the Fiske Mill Hydroelectric Project in New Hampshire. This review concluded that the surrender wouldn't significantly affect the environment. The public can view the EA on FERC's website and is encouraged to submit comments by March 5, 2025. FERC aims to promote public participation and can be contacted for assistance with the process.

The Federal Aviation Administration (FAA) decided to withdraw a proposed rule that aimed to amend and revoke two VOR Federal Airways, V-233 and V-320, due to the planned decommissioning of the Mount Pleasant, MI VOR navigational aid. Originally published in May 2023, this proposal was rendered unnecessary because V-233 was already amended by a separate action, and the decommissioning of the Mount Pleasant VOR has been postponed to July 2026. This delay is needed to further assess and resolve navigational signal coverage issues. Therefore, this proposed rule is no longer proceeding.

The Tennessee Valley Authority (TVA) announced its intention to prepare an Environmental Impact Statement for a new advanced nuclear reactor technology park at the Clinch River Nuclear Site in Oak Ridge, Tennessee. This project includes evaluating various environmental effects associated with building, operating, and dismantling advanced nuclear reactors, with a total power output not exceeding 800 megawatts. The public is invited to provide feedback on the proposed action and alternatives until March 19, 2021. TVA plans to consider environmental, social, and economic impacts, and anticipates the completion of the final report by Spring 2022.

The U.S. Nuclear Regulatory Commission (NRC) is considering an application from Entergy Nuclear Operations and other parties to transfer control of licenses for the Big Rock Point and Palisades Nuclear Plants to Holtec, and to transfer Entergy's operating authority to Holtec Decommissioning International. The application, filed on December 23, 2020, seeks these changes without any physical changes to the facilities. The NRC invites public comments and is offering the opportunity to request a hearing or petition for intervention by specific deadlines provided in the notice. Public comments will be considered, but they will not be part of the formal decision-making process.

The Federal Aviation Administration (FAA) has issued a final rule to amend certain VHF Omnidirectional Range (VOR) Federal airways near Anthony, Kansas. This change is necessary due to the scheduled decommissioning of the VOR component of the Anthony, KS VORTAC. The rule results in modifications to airways V-12, V-74, and V-516, with certain segments being removed. The FAA determined this action would not have significant environmental impacts and is part of keeping airspace navigation efficient and safe.
